Initially they do not know what cruelty is, we, people, show them and teach them that. For example, dog fights. Fighting dogs are taught by people, and this is punishable by law. The commentary to this article clarifies that cruel treatment means "beating an animal, using it for unscientific experiments, causing unjustified suffering in scientific experiments, a painful way of killing an animal, using animals in all sorts of battles, when animals are set against each other and, as a result, get injured or perish. Article 245 of the Criminal Code of the Russian Federation is applicable to actions directed at both domestic and wild animals.
In Russia, it is necessary to create organizations for the protection of animal rights, whose employees would be engaged in homeless animals, provide treatment and care, and search for new owners and punish former owners for inappropriate treatment. Abuse of domestic animals is a crime, and animal rights violators must be punished to the highest degree because they must be held accountable for their obligations.
