Pour a saucepan with salted water and bring to a boil. Reduce the heat, put the potatoes and cook for 15-25 minutes, until the potatoes become soft. Pass the white part of onions through a meat grinder, the green part is thinly cut. In a large bowl, mix the vinegar, the white portion of onions, 1 teaspoon of large salt and 1/4 teaspoon of pepper.
