- ground beef - 450 Grams
- tomato sauce - 2 cups
- flour - 1 cup
- grated parmesan cheese - 1/4 Cups
- baking powder - 1 1/2 teaspoons
- crushed dried rosemary - 1/4 Teaspoons

Preheat the oven to 220 degrees. In a large frying pan heat the oil over medium heat. Add onions and carrots, season with salt and pepper. Cook, stirring, until soft, from 6 to 8 minutes. Add the ground beef and fry, mashing the meat with a wooden spoon until it turns pink, from 3 to 5 minutes. Add the tomato sauce, bring to a boil, reduce the heat and cook, stirring until the mixture thickens, 8 to 10 minutes. Set aside. In a small bowl, mix the whisk with flour, parmesan, baking powder, rosemary and 1/2 teaspoon of salt. Make a groove in the center and add butter and milk. Mix. Spoon the meat mixture in 4 pots, pour over the dough. Bake until golden brown, 10 to 12 minutes.
