1. Make the stuffing. Beat all ingredients except orange peel, together in a small saucepan and cook over medium heat for a few minutes to warm. Reduce the heat to low and stir constantly for about 5 minutes to allow the mixture to thicken. Remove from heat and mix with finely grated orange peel. Pour the filling into a bowl and allow to cool for about 10 minutes, then cover and put in the refrigerator for about an hour or more. 2. Preheat the oven to 175 degrees and layer the form with paper liners. Mix milk, vanilla extract, sugar, butter, orange juice with 1 tablespoon of flour in a large bowl. In another bowl, sift the baking powder, salt, soda and flour together. Add the flour mixture into the cream mixture in 3 sets, stirring after each addition. Finally, add finely grated orange peel and mix. 3. Fill each paper insert with a 3/4 test and bake for 20-22 minutes, until golden-orange. Allow the capkake to cool completely. 4. To make the glaze, whip the margarine and vegetable fat together in a small bowl, then gradually add the powdered sugar and stir with a little orange juice after each addition. Add vanilla extract, finely grated lemon zest and mix well for 5 minutes. Make a small groove on top of each capcake and fill it with stuffing. Garnish with glaze from confectionery bag and candied fruits if desired.
