Preheat the oven to 170 degrees. Prepare 12 paper liners for the capkake. In a large bowl, mix the flour, sugar, baking powder, soda and salt, set aside. Mix with a mixer cocoa and 3 tablespoons of hot water to a consistency of thick paste. Add butter, sour cream, egg and egg white. Add flour mixture and mix until smooth. Pour the dough into the paper liners. Bake for about 20 minutes. allow to cool completely on the grate. Mix cream cheese and sugar powder with a mixer. Using a spatula or knife, decorate the capkake with a creamy mass. Decorate with sweets at will and serve.
