1. Finely chop the shallots. In a medium saucepan bring the salted water to a boil. Add the pasta and cook until ready according to the instructions on the package. 2. While the pasta is prepared, fry the chopped shallots in olive oil over medium heat for 3-4 minutes. Once the shallot becomes soft, pour 2 tablespoons of flour and fry for one minute. 3. Pour in the white wine until the flour dissolves, and bring to a boil. Then reduce the heat to medium and add the cream, chopped green onions, lemon juice, salt and pepper. 4. Add the sauce to the cooked pasta, pre-draining water from them. Mix. 5. Add 1 teaspoon of lemon zest, sprinkle with Parmesan cheese and mix. Divide the pasta into 4 plates. If desired, sprinkle with Parmesan cheese and serve immediately.
