In a large saucepan, heat the oil over medium heat. Add chicken and fry until golden brown and crispy, about 5 minutes. Turn the chicken and cook for 2 more minutes. Put the cooked chicken on the dish. Remove everything except 1 tablespoon of fat from a frying pan. Add the garlic and fry, stirring, until the fragrance appears, 30 seconds. Add the vinegar, soy sauce, red pepper and sugar. Return the chicken to the pan, bring to a boil, cover and reduce the heat to a minimum, cook for 15 minutes. Remove the lid, increase the fire to medium and cook until the sauce is reduced by half, 10 minutes.
