1. Rinse cod under cold water to remove some salt from it. Boil the cod in a large saucepan for 15 minutes, change the water and cook for another 15 minutes. Drain the water from the cod and put it aside until it cools. Grind cod with your fingers. Make sure that there are no bones left in it, remove the skin and set aside. Using a mortar and pestle, mix together cloves of garlic and софрито. Mix the flour, baking powder, salt and garlic mixture together in a bowl.
