In a large saucepan bring the slightly salted water to a boil. Add the pasta and cook for 8 to 10 minutes, until cooked. Drain the water. Preheat the oven to 175 degrees. In a frying pan on medium heat, brown the mince until brown. Add salt, pepper, garlic powder, pepper, sauce and pasta. Bring to a boil, reduce heat and cook for 20 minutes. In a small bowl, mix sour cream, spring onions and cream cheese, set aside. Lubricate the baking dish and add cooked spaghetti. Top with cheese mixture, add ground meat and sprinkle with cheddar cheese. Cover and bake for 25 minutes. Remove the lid and bake for another 5 minutes.
