Prepare the ingredients - we'll peel the potatoes, ginger and garlic. In the brazier we heat the oil, fry in it crushed garlic and ginger. Garlic I miss through the crush, ginger - I rub it on a large grater. When garlic and ginger a little softened, add spices to the brazier. Stirring, fry the spices for 1-2 minutes. In the meantime, we cut potatoes into small cubes. When the spices are sufficiently fried, add ground beef to the brazier. Fry the mince until red, then add the potatoes. After 2-3 minutes after the addition of potatoes add broth and flour to the brazier. Stir and cook on medium heat. When the broth is evaporated - taste the potatoes, if still raw - add a little more broth or water. As soon as the potatoes become soft, we add peas to the dish. Stir and cook until ready for all ingredients. Adjust to salt and remove from heat. The dish is ready for use. Bon Appetit! ;)
