1. Preheat the oven to 175 degrees. Sprinkle with oil a baking dish. Make a regular layer. Melt butter and chill. In a small bowl, mix the flour, baking powder and salt, set aside. In a medium bowl, whisk together the butter and brown sugar together. Add egg and vanilla extract and mix. Add the flour mix to the egg mixture and gently mix. 2. Mix with chocolate chips and pour the dough into prepared form. Bake for 20 minutes. 3. Make a chocolate layer. Melt the butter in a medium saucepan. As soon as melt, remove from heat and beat with sugar. Add eggs, one at a time, whisking after each addition. Stir with vanilla extract. Add the dry ingredients and mix. Immediately pour the mass over the finished dough and return the form to the oven. Bake for 30-35 minutes. Allow to cool completely before applying glaze. 4. To make the chocolate icing, whip the butter in a bowl. Gradually add the powdered sugar, cocoa and vanilla, whisk. Add milk, 1 tablespoon at a time, until the glaze has reached the desired consistency. To make the vanilla glaze, mix the sugar and vanilla in a small bowl. Beat with milk until the desired consistency. 5. Pour the cooled batter with glaze, as shown in the photo, and make a pattern with a toothpick. Cut into squares and serve.
