Finely chop the onions, garlic and tomatoes. Melt 2 tbsp. l. butter in a deep frying pan. Fry the onions, garlic and tomatoes. Sprinkle with seasonings and mix. Add the beans. Mix everything with rice. In another pan fry the stuffing. Add seasonings to taste. Pour salsa-verde into the baking dish. Prepare Mexican tortillas. Make a base of flat cakes in a baking dish. Top with a layer of rice with vegetables. Top with a generous layer of grated cheese. Then another layer of flat cakes. Pour the sauce. Put a layer of minced meat. Evenly distribute the corn. Another layer of rice with vegetables. And in the end sprinkle with grated cheese. Bake in a heated oven for about 25-30 minutes.
